Handbook Policy Updates

 

Motion 02212008-2 – I, Ricky Broussard, move that the following affiliation policies be added to the TX TSA Handbook.

 

Affiliation Process

 

  1. Membership is only processed through the National TSA online affiliation system.  Faxed or mailed affiliation forms will be returned with instructions to affiliate online.

 

  1. A chapter may upgrade its membership from individual to CAP membership by paying the monetary difference to equal the CAP membership fee.  A chapter may not change its affiliation from CAP to individual.

 

  1. A chapter that has paid individual membership fees in excess of the CAP fee may change to CAP status.

 

  1. A school may affiliate more than one chapter provided that the chapters represent different levels, i.e., a middle school level and a high school level may physically exist at one school, but not two middle school levels or not two high school levels; separate membership affiliations must be submitted.

 

  1. Any chapter affiliation submitted to National TSA must be personally completed by the chapter advisor (or an appointed officer).

 

  1. Unpaid invoices must be paid in full to National TSA prior to any chapter member participating in a state or national conference.

 

Chapter Management

 

  1. There is a required minimum of ten (10) members per chapter.  Chapters must have student members to affiliate with Texas TSA.

 

  1. Chapter membership type (individual or CAP) must be the same at both the state and national levels.

 

  1. A student may hold membership in only one local chapter and only one state TSA delegation.

 

  1. TX TSA membership must be affiliated through a local state-registered education district.  “Home-schooled” students may become members through an agreement with an affiliated chapter.

 

  1. Advisors of TX TSA chapters must be registered state-certified educators working in existing school facilities.  It is recommended that a technology education teacher serve as a TX TSA chapter advisor.  However, in cases where there is no such interested teacher, a state-certified educator may be appointed by the school’s principal.  The appointed advisor has the same rights and privileges of any advisor as long as s/he maintains the chapter in good standing.

 

  1. The chapter level (middle school or high school) is designated by the chapter advisor when affiliating each year.

 

Membership Dues

 

  1. Membership is not processed until all dues (national and state) are paid in full. 

 

  1. All membership dues must be paid at the time of affiliation.  Affiliations without dues will not be processed and neither the chapter nor its members will be in good standing until all dues are paid.  TX TSA membership dues are non-refundable and non-transferable.

 

  1. TX TSA operates under a unified dues policy, whereby all members must affiliate and pay applicable dues at the local, state, and national level.  Individual dues at all levels (high school and middle school) consist of local chapter dues (determined by the chapter), state dues (determined by the state delegation), and national dues (determined by TSA, Inc.).

 

  1. A written notification of transfer must be sent to the National TSA office if a student has paid individual membership dues and transfers to another chapter/school.

Motion 02212008-5 – I, Ricky Broussard move that the following policy (Page 85) of the TX TSA Handbook be changed to the following:

 

4.9        Regional leadership conferences, if requested, will be given a $200 maximum stipend to help cover expenses.  The request must be made by November 15th and the agenda must be approved by the State Advisor and the Executive Director.  The Regional Leadership Conference Coordinator shall file a statement, with original receipts, accounting for amounts actually expended.  All expenditure statements and receipts must be filed within 30 days of approved regional leadership conference dates.

2.2        Contract employees are required to submit to the President of the Texas TSA Board of Directors quarterly reports of their activities related to their job responsibilities.  The reports need to be submitted prior to the first day of the month in January, April, July, and October.

Membership Report

9/1/07 – 1/31/08

 

  1. At this time we have 131 chapters that have affiliated so far, last year at this time we had 150.  I emailed the final reminder notices to those chapters that I had an email address for.  We still have 82 active chapters that have not affiliated.  See enclosed list. 

 

  1. We have 11 paid “new” chapters this year of which 5 are middle school and 6 are high school.

 

  1. At the end of the year, any school that has not participated in the last few years, I will be retiring their chapter number.

 

Treasurer’s Report

9/1/07 – 1/31/08

 

 

 

  1. Bank Balance in Amarillo National as of 1/31/08 is $52810.53

 

  1. You have before you the Profit & Loss sheet from 9/1/07 – 1/31/08.  This tells you exactly where and how much money has been spent during this time.

 

  1. All of the 2007 scholarships have been paid.

 

Texas TSA Contest Director’s Report

 

Mary and I are excited to share with you the upcoming news for this years contest. We have a few new things going on this year that we feel will be great for Texas TSA.

 

First and most exciting is the opportunity to have Michael Peterson and the “My Real Life Tour” come to our 1st general session. The tour is going to be in town all week and they have agreed to come to speak to our students on Friday mourning from 10am till approximately 11:30. They have told us that they will give us a great high tech show that is both exciting and motivational for our students. This will include a magic and illusionist show as well as some music and message. We plan to have a pass the hat collection for the efforts of the tour.  This is a great thing for our kids and Mary has worked hard to get this going.

 

In order to do this we will need to make some adjustments to the schedule and events to have a good crowd for the 1st general session.

 

  1. We will move the Thursday night CADD events and Friday Morning CADD events to the ball room of the Hilton. This will mean that we will be renting the Ball room for Thursday and Friday at a rate of $500.00 per day and the Board room for Friday at $250.00 for the day, for a total of $1250.00 for the weekend.  They have increased the charges form former years, due to new ownership.
  2. We will then be able to have the entire Brazos room set for auditorium seating for the whole weekend, which will save us a $900.00 reset fee for the turnaround from Friday night to Sat morning.  This means that we will only have a difference of $350.00 to have this change.
  3. We may also need to have the Graphic Solutions contest in the Hilton ball room as well or just have the “Written Tests” and “Graphic Solutions” in the same room on the chairs.
  4. We will still be able to have the CO2 car track set up in the far back of the Brazos for running the events.

 

With your approval we would like to finalize the moves and send out notice to all Texas TSA chapters about the changes and the exciting show for the kids.

 

Vendor confirmations seem to be coming in slow this year, Mary has contacted all on our list and we have had a few confirm. We will be contacting many more at the ITEA conference while I am there tomorrow.

 

We are also getting judges lined up for the contest; we hope to have enough to get everything judged without having advisors do much of the judging. We would also like to make the distinction that no advisor judge in the same grade level that they teach.

 

The Waco Water Park is confirmed for this year again, the City of Waco has told us that they will have more life guards for the event this year so it should be able to accommodate more chapters for Friday night. We are still currently working on the YMCA or another venue for Friday night as well. All in all we feel that we have plenty for all to do while in Waco.

 

 

We still have a few paid contract positions to fill.

We have one event”Mechanical Challenge” that has been discontinued by the National TSA rulebook.

 

We have one event the “Onsite Robotics contest” that Richard Gilbert did for years, he is not able to do it this year, so we may need to drop it for this year and see about putting it back next year.

 

Ribbons have been ordered and will be delivered to Doyle as usual, we did need to order 1000 BIS patches this year to have the inventory we need.

 

Entry cards are here, and will be distributed this weekend. We think that they turned out great and are clear as to the Level one and Level two.  We have examples if you want to see them.

TTSA State Officer Coordinator Report

 

            The 2007-2008 year is almost over.  The state officers have become a great team and I expect great things out of them one day.  They have undergone an identity change since they were elected.  With the election of Alyssa Gomez to the office of National Vice President the team added a new member.  Julie Williams has become a very beneficial asset to this officer team.  The nine members of the leadership team have been a true joy to work with.  It give me great pleasure to have this opportunity.

            With the date change to a December date for the Statewide Leadership Conference I expected to have a bit of an off number but I was surprised to actually have an increase and feel that this years conference may have been the best yet.  The state officers did an excellent job of putting it together and should be congratulated for their hard work.  I believe that we will have an even better conference next year.

            Since my last report we have conducted a planning meeting and the Statewide Leadership conference.  In the next two months we will produce the Spring Newsletter and meet in Carthage to plan the State Conference.  I have high hopes as to the number of candidates we will have at this years election as I have received several inquires as to what will be the best position to run for.  We do not have an upperclassman as an officer this year so every one of them will be eligible to run.  With that being said there is an issue that we may need to clear up.  The By-Laws do not exactly address a situation that the election of Alyssa Gomez has created.  I believe this situation can be handled in such a manner as to be fair and equitable to this year’s officer team and for those to come.

This year’s summer leadership for the officer team will again be held in the Dallas area.  We plan to have several work sessions and some offsite activities.  This will be done the third week of June and should be a great experience for all the officer team.  They will have the opportunity to bond as a team and experience a great couple of days together.  We are looking forward to it very much.

Texas TSA  State Advisor  Report

Bud Worley

 

As state advisor I have helped develop the Chapter Planning Guide.  It was mailed in October to all Technology Education teachers according to PIEMS data from last school year.  A poster which promotes the State Leadership Conference and State Contest dates was sent to all TSA Chapters who had affiliated last year and also for this year any new chapters. 

 

I attended the state TSA leadership planning meeting in October in South Padre Island.  The state officers were planning the state leadership conference and finalizing plans for that event.  I attended the state leadership conference in Kerrville.  I developed the test for both the Lone Star Degree and also the Texan Degree. I helped with Curtis to develop the new pin design for the Statesman degrees.

I have sent pins to all chapters who have had students to earn the statesman degree.  I worked with Ryan Denbow of the San Antonio Spurs to create the first technology Day with the Spurs.

Sent a letter to the top 100 Texas based companies for pursing sponsors of competitive events.

President’s Report

Winter Texas TSA Board Meeting

 

Greetings,

 

            I hope all is well back at each of your schools.  I know at our place it is beginning to get very hectic.  However, it is that time of year to finalize our plans for the state conference.  I wish each of the best of luck this year.

 

            As far as my report, I do not have much to say, I have received many e-mails about the rule changes.  I have answered those to best of my knowledge and sent many of them on the Ricky B for assistance.  This is a scary statement:  Rick and I think along the same lines most of the time!  Thanks Rick for being there and backing me up.  The other big issue is the payment of dues for this year.  Karen, I do not know how you keep up with that issue.  Thanks for your help not only with my chapter, but with many across the state.

 

            In new business, I will share some good news with you from a financial standpoint about a region making a generous donation to Texas TSA.  I will address this in more detail later.

 

            Something to recall, and I did not remind any of you about this, I remember some discussing about sending reports (from our paid persons) to the president.  Can not remember most of the details and I did not request any info from you.  Something about every so often (this is the part that is fuzzy) sending the president a report on your activities.  Not trying to “spy on your efforts”, just a way to keep track of what is going on with each position that the Board has agreed to pay contracts.  We can address this at some point in our meeting.
